Windows Phone 8 (WP8) is elegant, personable, and different. If iOS bores you and Android intimidates you, Windows Phone will likely dazzle you.

But pick up a Windows Phone 8, and you'll be a maverick. There's significantly less of a selection of apps here than for Android and iOS, and the apps are different. The odds are good that you'll find what you need, but the goods are odd. That makes a Windows Phone less of an easy purchase than it could be.

Launched in 2010, Windows Phone 7 wasn't much of a competitor to iOS and Android in large part because it ran on uninspiring hardware, but Windows Phone 8 will help fix that. While WP8 still only supports Qualcomm processors, at least it supports current Qualcomm processors, along with high-resolution screens and the latest wireless specs. So Windows Phone 8 devices like the HTC 8X and the Nokia Lumia 920 will do a better job facing off against the iPhone 5 ?and the Samsung Galaxy S III ?on power than, say, the HTC Trophy managed to pull off at the end of its long lifespan. (There's one perplexing lack, though: No decent QWERTY handsets yet.)

I reviewed WP8 on an HTC Windows Phone 8X. We'll have a full review of the phone when U.S. carrier models appear early next month, but for now see our hands-on story from when the device was announced.

If this is your first time even thinking about Windows Phone, take a look at our reviews of Windows Phone 7 and Windows Phone 7.5. While it's built on completely different underpinnings, Windows Phone 8 works much like its predecessors.

The Underpinnings
The familiar interface of Windows Phone 7 hides a radical change under the hood. Windows Phone 8 now runs on the same kernel as Windows 8, including the NTFS file system and the ability for third-party developers to write native code rather than having to go through Silverlight or XNA. It's still compatible with the 125,000 Windows Phone 7 apps, but it's potentially much more powerful because there are more ways to develop for it.

That's mostly potential, though, because Microsoft didn't release the Windows Phone 8 SDK to most developers in advance. So far, it's hard to find Windows Phone 8-only apps that use the new development strategies. Hopefully, they'll start showing up soon.

I'm very excited by an invisible feature called Data Sense, which works like our Editors' Choice Android and iPhone app Onavo Extend. It compresses your data using Microsoft servers, letting you get more out of limited data plans. It also keeps you updated on how much data you've used.

Unfortunately, until sometime next year it's a Verizon exclusive. In the name of "carrier differentiation," consumers won't likely be able to get what they want. Want a Nokia Lumia 920? It's AT&T only. Want a phone with data compression and monitoring? Verizon only. Want a Lumia 920 with Data Sense? Nope.

Windows Phone 8 also backs up your settings, data and apps into the cloud, just like Android and iOS do. You can find, lock, or erase a phone remotely, too. That makes it easy to move between Windows Phone devices or to restore a lost or stolen phone.

The Lock Screen, Tiles, and Hubs
To understand why you would want to use Windows Phone 8, you have to understand tiles. Like icons, but not quite, tiles are squares you plonk on the home screen representing the items you want to access easily. Apps, sure, but also contacts, places, collections of apps called "hubs," media items, or Web pages, among other things. Right now I have a map to my hotel and a FlightStats page about my flight pinned to my home screen, for instance. You can do that on Android, but it's not nearly as simple.

Tiles can be "live," which means they flip around automatically to show new information. Your Me tile is constantly pinging you with new social-networking updates. A FlightAware tile would flip around if your flight were, say, cancelled; a Photos tile usually shows the latest pictures you've taken. (None of this seems to affect battery life much.) You can make tiles in three different sizes, 20 different colors, and snap them together in various ways, so what you end up with is a visually coherent but constantly shifting landscape of relevant data.?

The Lock screen is "live," too. Apps can feed data to the Lock screen, ghosting the latest news, weather, or your travel information behind the standard date and time. You can also set which apps send alerts to the lock screen.

The result is just as configurable as Android, but much more visually striking. Live tiles display information the same way widgets do, but the enforced visual uniformity makes a Windows Phone 8 home screen look smartly configured, rather than like a yard-sale jumble.

Along with tiles, Microsoft's second central concept is Hubs. The People hub, Games hub, Photos hub, and Music & Video hub are places where content, apps, and social networking all come together. In the Photos hub, for instance, you see not only your gallery but your friends' galleries and any photo-editing apps you might have. In Music & Video, you see not only your own videos, but YouTube and Vevo content. The new Wallet hub combines real credit cards, loyalty cards, and local deals. It's all more natural than Apple's fragmented system of apps and activities.

Microsoft's very attractive parental control system, dubbed Kid's Corner, is excellent for small children. Kid's Corner lets you select a certain set of games, music, videos, and apps for your kid to use; they then show up as bold, non-resizable tiles. Kids can't use the phone, browser, or messaging, so it's really more for handing your device over to a smaller child, than for offering a sandboxed experience for tweens. But it's simple, clear, and good-looking.

Shot Pakistani girl 'will rise again,' her father after visit

BIRMINGHAM, England (Reuters) - The father of a Pakistani girl shot in the head by the Taliban for advocating girls' education said on Friday she would "rise again" to pursue her dreams after hospital treatment.

Malala Yousufzai, 15, was flown from Pakistan to Britain for specialist treatment after the October 9 attack, which drew widespread international condemnation.

The father Ziauddin Yousufzai and other family members arrived in Britain on Thursday to help her recovery.

"They wanted to kill her. But she fell temporarily. She will rise again. She will stand again," he told reporters, his voice breaking with emotion.

Malala has become a powerful symbol of resistance to the Taliban's efforts to deny women education. Public fury in Pakistan over her shooting has put pressure on the military to mount an offensive against the radical Islamist group.

"When she fell, Pakistan stood ... this is a turning point," her father said. "(In) Pakistan for the first time ... all political parties, the government, the children, the elders, they were crying and praying to God."

The Taliban have said they attacked her because she spoke out against the group and praised U.S. President Barack Obama.

A cheerful schoolgirl who wants to become a politician, Malala Yousufzai began speaking out against the Pakistani Taliban when she was 11, around the time when the government had effectively ceded control of the Swat Valley to the militants.

She has been in critical condition since gunmen shot her in the head and neck as she left school in Swat, northwest of Islamabad.

She could be at risk of further attack if she went back to Pakistan, where Taliban insurgents have issued more death threats against her and her father since she was shot.

"It's a miracle for us," her father said. "She was in a very bad condition ... She is improving with encouraging speed."

British doctors say Malala has every chance of making a good recovery at the special hospital unit, expert in dealing with complex trauma cases. It has treated hundreds of soldiers wounded in Afghanistan.

Dave Rosser, the hospital's medical director, said she would be strong enough to travel back to Pakistan in a few months' time but it was unclear whether the family would choose to do so.

"She's certainly showing every intention of keeping up with her studies," Rosser added.

Malala's father said he and his family cried when they were finally reunited with her on Thursday.

"I love her and of course last night when we met her there were tears in our eyes and they were out of happiness," he said, adding that Malala had asked him to bring school textbooks from Pakistan so she could study.

"She told me on the phone, please bring me my books of Class 9 and I will attempt my examination," he said.

"We are very happy ... I pray for her."

Originally conceived to include luxury condos, not rentals, it was put on hold when the recession hit and seemingly no one ? not even Durst Fetner Residential ? could get financing to build, said Tom Ahn, vice president of real estate at Mount Sinai.

Mount Sinai issued an RFP through what was then Newmark Knight Frank back in 2008 to over 100 developers before selecting Durst Fetner and signing them into contract in 2009.

When the market rebounded, Mount Sinai scrapped the condo plan, keeping DFR on to build a rental building under the city?s 80/20 Program, which gives developers access to low-cost financing in the form of tax-exempt bonds; in exchange, 20 percent of the apartment units are reserved for low-income tenants earning no more than 50 percent of the area median income.

?It was a fortuitous decision for us and we are happy with the decision we made,? Ahn said, adding that the rental income will be used to pay down the construction debt on the property.

The Durst Organization deferred comment to Mount Sinai, but spokesman Jordan Barowitz called the project a ?terrific collaboration between Mount Sinai and DFR, and we are very pleased with the outcome.?

The end result, completed this year, and designed to achieve LEED Silver certification, is a building that towers above any other in sight.

Leasing started in June and the property is roughly 40 percent rented, said Joni Pincus, the regional leasing manager at Related Companies, the exclusive leasing agent for the property.

?There?s nothing like Central Park ? everyone loves it. You also have the desirable Fifth Avenue address,? she said.
Though each of Related Properties? buildings share common threads, this property?s trademark is one of ?new construction with old world charm,? Pincus said.

It starts in the lobby, with walnut millwork, silver travertine flooring and a collection of original artwork, and ends in the residences, pre-war, with doorknobs, finishes and moldings that evoke classic Upper East Side architecture.

Homes feature marble baths, white oak floors, walnut kitchen cabinetry, with stainless steel appliances, and a majority of the residences have their own washers and dryers.

Prices range from $2,595 for alcove studios, $4,025 for one-bedrooms, $5,195 for convertible two-bedrooms, $6,095 corner two bedrooms and $8,995 for three bedrooms.

The lower portion of the building, clad in stone with vertical windows, delineates the medical offices, while the residential tower is clad mainly in reflective windows and thin strips of vertical, stone piers.

It is being pitched as the tallest residential building on the Upper East Side, though it is technically located in East Harlem.
?Technically speaking, anything north of 96th Street is Harlem,? said Michelle Larsen, a Corcoran real estate agent who moved her family into the building in August. But, she added, ?I think those boundaries are changing.?

Either way, the building towers over any other nearby and offers sweeping, panoramic views of Central Park and the Hudson River that are unprecedented in the area.

Planners prioritize Rancho Bernardo projects for city - Pomerado ...

Recycled water for landscaping, a new park and second fire station are improvements Rancho Bernardo Planning Board members want the city to pursue for Rancho Bernardo when crafting the fiscal year 2014 budget.

These three priorities received an overwhelming amount of support during the board?s Oct. 25 meeting over other suggestions that will also be forwarded to city officials.

Board member Vicki Touchstone said city officials this summer decided to ask each community to give suggestions for their Capital Improvement Program projects. CIP is a multi-year forecast of capital needs that can include new construction or planned improvements to existing facilities. They have to be ?tangible? with ?a life expectancy greater than one year.? Possible areas include environmental services, fire-rescue, park and recreation, public utilities, transportation and storm water.

The board is also to give feedback on a list city officials compiled because some of the projects listed in previous years have been completed or are no longer needed. These include various roadway and median improvements and expansions, renovations at Rancho Bernardo Community Park, Rancho Bernardo-Glassman Recreation Center, Ed Brown Senior Center, Rancho Bernardo Library, water services infrastructure, storm water projects and sewer improvements.

When voting on suggestions generated at the meeting by board members, residents and other community groups, Touchstone said cost and financing should not be considered since the city has various funding options along with possible grants the board members do not know about.

Each board member was given three votes, which they could distribute as they wished among the suggestions. Making recycled water available for landscaping in public areas received 33 percent of the votes (16 of 48 cast). The city purchasing an almost 11-acre vacant site on Avenida Venusto that Poway Unified School District intends to sell so part or all can be turned into a park received 25 percent of votes (12 of 48). Constructing a second fire station in Rancho Bernardo since Station No. 33 has the largest geographical area to cover citywide came in third, with 21 percent of votes (10).

Bus stop and shelter upgrades received three votes (6 percent). There was a three-way tie with two votes each (4 percent) for completing missing sidewalk sections at Escala and Bernardo Center drives and along Rancho Bernardo Road between Via del Campo and Matinal Road, and installing lights on sports fields two and four at Rancho Bernardo Community Park.

Other suggestions considered included bicycle lane additions, storm drain renovations and installing artificial turf on two community park sports fields.

Matt Hughes not ready to commit to retirement, but admits he 'lost ...

Matt Hughes made his professional debut on New Year's Day, 1998. He went on to fight a remarkable 54 times over the next 14 years, winning the UFC welterweight title twice, defending it seven times, and generally cementing one of the greatest legacies in the history of the division.

Hughes, now 39 years old, has remained on the sidelines since a September knockout loss to Josh Koscheck last year, marking the longest period of inactivity in his career. Following the loss, his second in a row and fifth in his last nine fights, Hughes made it clear retirement wasn't in the cards just yet. However, after selling his gym and spending the past 13 months raising his four children, Hughes finds himself slowly warming to the idea.

"I wouldn't say I've closed the door [on my career], but I've got my hand on the door handle," Hughes said on Monday's edition of The MMA Hour. "You know it's been over a year since I've fought, and I've having a good time with my family raising my kids, which I think is a bigger thing than me competing, making sure my family is raised right. So I'm having a good time at home with the family, and kind of, maybe, lost the desire just a little bit to compete. I'm not retired yet, but it is looking like that's where I'm going."

Like many aging UFC legends, Hughes retirement has been met, in part, with some gentle coaxing from UFC President Dana White.

"We have talked and he's voiced his opinion about me," admits Hughes. "He just says I've got nothing to prove, and for Dana to say that, it means something. I think he's taking my best interests to heart. I still think he could make some money off me, put me on a card, but he's looking past the financial side of things, and saying, ?Hey, you've been here for a long time and you're good to go. You can retire.' With him talking like a father and not a businessman, it really lets it sink in a little deeper than it would the other way.

"My wife, of course, has said, ?Hey, you need to retire. You've got nothing else to prove.' So with those two saying that, it's kind of leaning on me a little bit. And the fact that, shoot, brother, I just had another birthday. I'm 39 years old. I don't fetch the way I used to. I don't recover the way I used to. I'm not as quick as I used to be. Probably not as strong as I used to be. So, it's funny. For the last ten years, I kept getting older and my opponents kept staying the same age."

For Hughes, the transition to a quieter life has been slow, but one helped by the comfort of his surroundings. His twin brother, Mark, still runs the family farm, and after taking his kids to school, Hughes spends most of his days outside, working with his hands. The adrenaline dumps of walking out to a packed arena filled with thousands of delirious fans are now gone. But after sitting out so long, Hughes is starting to understand White's insistence only came from a place of good intentions.

"A year ago, I was 100-percent go," Hughes recalled. "I wanted to compete, was wanting to know who the next opponent he was thinking of. And now, within a year, it's turned into, maybe [Dana's] right. I am a year older, and don't move the way I used to. I was not very happy a year ago, but after a year I can see what he was saying and now I see why he was saying what he did."

"He's not a Don King. At all. Dana's a fair person, he's a fair businessman. With that being said, he's obviously made some great decisions for the UFC, but personally I've asked his opinion on a few things and he always gave me a straight answer that I knew was coming from his heart and not his business side of things."

All of this isn't to say Hughes is done with mixed marital arts. In fact, Hughes already has a few side projects to keep his motor going.

Hughes' first endeavor has him joining forces with a non-profit organization attempting to land organized MMA into the Olympics. However, it is his second venture that will likely pique the interest of fight fans. Hughes, like many in the community, understands one of the biggest pitfalls of modern MMA is the relentless inconsistency in judging and refereeing. He hopes to work alongside the UFC to create a sort of ?judging academy' that would define an effective scoring system and train aspiring officials how properly oversee a bout.

"When I'm a judge, I can only help the fighters that are right in front of me," Hughes explained. "I would rather have a piece of a school, or help these judges figure out the best way to judge. Of course, I wouldn't be the lead person. I wouldn't want any financial interest in it whatsoever. But by gosh, these judges need to have some knowledge. They can't go from a boxing atmosphere and think that [MMA] is going to be the same way. You just can't."

"I've judged a lot of matches and I've reffed a lot of matches, and so I think I could help out in figuring out what the best criteria is. My number one criteria when it comes to judging a mixed martial arts fight is damage. Whoever does the most damage probably ought to win the round. If you're on bottom, if you're on top, if you're on your feet, whoever does the cumulative most damage in a round, is probably going to win. And some of these judges think that because one guy was on top the whole five minutes, just because he was on top, they think he should have won the round. The bottom guy could have been throwing great elbows, creating a huge amount of damage, but they just don't see that."

The average 12- to 15-year-old has never met one in four of their "friends" on social networking websites such as Facebook, according to new research.

Telecoms and media regulator Ofcom's annual Children and Parents: Media Use and Attitudes Report also found that teenage girls are the UK's texting champions, sending more than 220 a week ? a third more than boys.

The regulator's latest research revealed that 12- to 15-year-olds on average spend 17 hours a week on the internet, matching TV viewing for the first time, and that potentially well over a third of three- and four-year-olds use the internet for TV and games.

More than 40% of five- to 15-year-olds who have internet access have a social networking profile, rising to 80% among 12- to 15-year-olds.

The latter age group has an average of 286 online friends and 93% of them claim they are confident they know about online safety.

Yet Ofcom's report found that 12- to 15-year-old's have not met an average of 25% of the friends they have made on sites such as Facebook, an average of 72 strangers per child.

"Children are not just using more media, they are also adopting some forms [of it] at a very young age," said Claudio Pollack, consumer group director at Ofcom.

The report found that texting is most popular among 12- to 15-year-olds, who send an average of almost 200 texts a week, more than double the 91 that Ofcom's report found last year.

Girls aged 12 to 15 are the most prolific texters, sending an average of 221 messages a week, 35% more than their male counterparts. This is more than four times the UK average of 50 texts per week.

There has been a 50% rise in smartphone ownership among this group year on year, with almost two thirds of 12- to 15-year-olds now owning one, according to Ofcom.

"Areas such as texting and smartphone ownership [among teenagers] are fast outstripping the general population," said Pollack. "This highlights the challenge that some parents face in keeping up with their children when it comes to technology, and in understanding what they can do to protect children."

Almost 80% of parents claim that they have rules about their children's internet usage, although less than half have parental controls installed on their home computers.

Diabetes drug could be effective in treating addiction, researchers find

ScienceDaily (Oct. 23, 2012) ? Vanderbilt researchers are reporting that a drug currently used to treat type 2 diabetes could be just as effective in treating addiction to drugs, including cocaine.

The findings, published online as a Letter To The Editor in the journal Molecular Psychiatry, could have far-reaching implications for patients worldwide who suffer from addiction.

"What we have demonstrated is that a brain mechanism already known to be therapeutic for the treatment of diabetes also appears to be implicated in at least certain types of drug addiction," said Gregg Stanwood, Ph.D., assistant professor of Pharmacology and an investigator within the Vanderbilt Kennedy Center and Vanderbilt Brain Institute.

"We found that this drug called Exendin-4 that is already used for the medical management of diabetes, reduces the rewarding effects of cocaine in animals. We suspect that this is a general mechanism that will translate to additional drugs of abuse, especially other stimulants like amphetamine and methamphetamine."

Co-author Aurelio Galli, Ph.D., professor of Molecular Physiology and Biophysics and Vanderbilt Brain Institute investigator, said Exendin-4 is already FDA-approved for diabetes (Byetta and Bydureon), so this target isn't just "druggable" -- it's already "drugged."

"I think the power of this research is that it is so easily translatable to humans because it is already FDA approved," said Galli, also co-director of the Neuroscience Program in Substance Abuse (N-PISA) at Vanderbilt University. "This is the first indication that it will work on psychostimulants. So our studies offer immediate translational opportunities to improve outcomes in human abusers."

"Any disease that is based on dysregulated dopamine can be potentially targeted. There is a lot of co-morbidity between metabolic disorders like diabetes and obesity and psychiatric disease like addiction and schizophrenia."

Lead author, Devon Graham, Ph.D., postdoctoral fellow in Pharmacology, injected animals with a drug called Exendin-4, which is a long-lasting version of the natural peptide hormone GLP-1, and observed a significant blunting of the rewarding effects of cocaine. The findings were consistent, regardless of the Ex-4 dose administered, the authors reported. The study reports no evidence of negative side effects or addiction to Ex-4 treatment.

Stanwood said that although is important to be very cautious in extrapolating the results into the human population, these are very promising data. Addiction in a human being is a very complex disorder with a variety of genetic and environmental factors at play, he said, so it is unlikely that all of human drug addiction would respond homogeneously to this therapy in all people.

"There are no medically based therapies for stimulant addiction that have been successful in the clinic although there are a variety of psychosocial and behavioral therapies that are somewhat effective in some people," Stanwood said. "The beauty of this is that it targets a completely new mechanism so we are cautiously hopeful that the field will be able to exploit this, to provide a pharmacological way to help patients combat the disorder.

"We don't expect this to be a magic bullet where one can simply take this drug and their addiction goes away, but hopefully a medicine like this, in combination with social and behavioral support, will help an addict on the road to recovery," he said.

Russia's jailed punk rock band members sent to prison camps

MOSCOW (Reuters) - Two female members of Russian punk group Pussy Riot convicted of protesting against President Vladimir Putin in a cathedral have been sent to prisons far from Moscow despite requesting to serve out their terms in the capital, a lawyer said on Monday.

Maria Alyokhina, 24, and Nadezhda Tolokonnikova, 22, were convicted of "hooliganism motivated by religious hatred" in August and sentenced to two years in jail, a punishment that many in the West said was too harsh.

Their stunt - bursting into Moscow's main Russian Orthodox Cathedral to urge the Virgin Mary to rid Russia of Putin - infuriated the church and many Russians. But Kremlin critics said their trial was part of a crackdown on dissent orchestrated by Putin, who began a six-year presidential term in May.

The two women lost their appeals on October 10.

The women's lawyers said they had tried to argue that they should be allowed to remain in jail in Moscow, saying it would have permitted them to be closer to their small children. They had also cited health and safety concerns at far-flung penal colonies.

"They have been sent away," one of their lawyers, Mark Feigin, told Reuters, saying he did not know where the women had been dispatched. By law, relatives must be informed once a convict arrives at a prison, but the trip can take days.

One women's prison is about 100 km (60 miles) from Moscow, but most are much further away.

Former collaborators in a street-art group said on Twitter that Tolokonnikova had been sent to Mordovia, about 500 km (300 miles) east of Moscow, and Alyokhina to the Perm region, near the Ural Mountains about 1,100 km (700 miles) east of the capital. That was not confirmed.

The duo had been held in a Moscow detention center since their arrests in March. Western governments and musicians like Madonna had said their sentences were disproportionate, but Putin voiced support for the sentences, saying the state must protect the feelings of the faithful.

The dominant Russian Orthodox Church has cast their protest as part of a concerted attack against the church and Russian traditions.

A third convicted member of Pussy Riot, Yekaterina Samutsevich, was released on appeal when a court suspended her sentence after her lawyer argued that she had been pulled away from the cathedral's altar before the protest song began.

(AP) ? The White House says it is prepared to talk one-on-one with Iran to find a diplomatic settlement to the impasse over Tehran's reported pursuit of nuclear weapons, but there's no agreement now to meet.

National Security Council spokesman Tommy Vietor said Saturday that President Barack Obama has made clear that he will prevent Iran from getting a nuclear weapon and will do whatever's necessary to block that from happening. Vietor said Iran must come in line with its obligations, or else faced increased pressure.

"The onus is on the Iranians to do so, otherwise they will continue to face crippling sanctions and increased pressure," Vietor said in a statement. He noted that efforts to get Iran back to the table with the five permanent members of the U.N. Security Council and Germany ? the so-called "P5+1" ? continue.

Iran has been a recurring issue in the presidential election campaign and Vietor's statement was released shortly after The New York Times reported Saturday that the U.S. and Iran have agreed in principle for the first time to negotiations. The paper said Iran has insisted the talks wait until after the Nov. 6 election.

Vietor, however, denied that any such agreement had been reached.

"It's not true that the United States and Iran have agreed to one-on-one talks or any meeting after the American elections," he said. "We continue to work with the P5+1 on a diplomatic solution and have said from the outset that we that we would be prepared to meet bilaterally."

Obama and Republican presidential candidate Mitt Romney will meet Monday night in a debate focusing on foreign policy and Iran's nuclear ambitions will likely be a topic. Obama has said he'll prevent Iran from acquiring nuclear weapons. He hopes sanctions alongside negotiations can get Iran to halt uranium enrichment. But the strategy, which began during President George W. Bush's administration, hasn't worked yet. Obama holds out the threat of military action as a last resort. Romney has accused Obama of being weak on Iran and says the U.S. needs to present a greater military threat.

Despite unprecedented global penalties, Iran's nuclear program is advancing as it continues to defy international pressure, including four rounds of sanctions from the U.N. Security Council, to prove that its atomic intentions are peaceful.

Those sanctions, coupled with tough measures imposed by the United States and European nations are taking their toll, particularly on Iran's economy. Iranian authorities have in recent weeks been forced to quell protests over the plummeting value of the country's currency. The rial lost nearly 40 percent of its value against the U.S. dollar in a week in early October, but has since slightly rebounded.

U.S. officials say they are hopeful that pressure from the sanctions may be pushing Iran's leaders toward concessions, including direct talks with the United States. But several said on Saturday that they did not believe such discussions would happen any time soon.

If one-on-one talks are to occur, they would likely follow the model that the U.S. has used in six-nation nuclear disarmament talks with North Korea, the officials said.

In those discussions, U.S. negotiators have met separately with their North Korean counterparts but only as part of the larger effort, which also involves China, Japan, South Korea and Russia. Direct U.S.-North Korean talks are preceded and followed by intense consultations with the other members of the group.

However, the direct talks with North Korea have yet to bear fruit and U.S. officials warned that talks with Iran may not yield anything either. If U.S.-Iran talks do occur, they would likely be part of the P5+1 process, which groups the Britain, China, France, Germany, Russia and the United States and is overseen by the European Union. The group has met numerous times with Iranian officials but has yet to achieve any significant progress.

In late September, the group instructed EU foreign policy chief Catherine Ashton to reach out to Iran's top nuclear negotiator, Saeed Jalili, to organize another meeting. No date had been set for the possible resumption of talks.

Iran says its program is for peaceful energy and research purposes but Western nations fear the Islamic republic is determined to develop nuclear weapons and fundamentally reshape the balance of power in the Middle East. That would pose a grave threat to Israel.

Israel has threatened to strike Iran's nuclear facilities if Tehran doesn't stop uranium enrichment a process that can be a pathway to nuclear arms. Israel could decide to strike Iran's nuclear sites on its own, and Israeli leaders say time to act is running out. They have also hinted they would like U.S. support for any such attack.

An Israeli strike on Iran with or without Washington's involvement would likely draw retribution from Tehran including possible attacks on U.S. and Israeli interests overseas or disruptions to the transit of tankers through the Strait of Hormuz, which could send oil prices skyrocketing.
